Noel Baker here from the Irish Examiner. Thanks for taking my call
earlier. As I said, we are hoping to put together a series on
integration, ideally for a few days next week, and I was hoping that you
might be able to help me.
We are hoping to approach this from a number of different angles,
including how integration should not be done (France, England) and how
it could be done (Portugal). I will hopefully have a lengthy piece based
on the real experiences of people in the new communities here, as well
as what Irish people feel about the issue of integration.
I am making two requests of you:
(a) that either you or someone else you would recommend could write a
short piece (200+ words) on what the Irish Government SHOULD do to
increase integration between the Irish and Romanian populations and to
improve the lives of those Romanian people here. The piece could also
focus on the problems and issues facing the Romanian community here, in
particular, and what we could all do to improve the situation;
(b) if you would be able to recommend any people I should speak to, or
communities I should visit, that you feel would give a fair reflection
of any problems with integration experienced by the Romanian community
in Ireland.
While the series is not expected to run until next week, I would like to
get as much done as early as possible. Therefore, if you could have the
written piece sent to me either by or on Friday, that would be great. I
can be contacted at this email address and on my mobile phone at 087
6592219, so please do not hesitate to give me a call if you need any
further information. My office number is 01 6056317. I look forward to
hearing from you and thanks for your help.
Best wishes,
Noel

Dear Noel,
I refer to your newspaper position in relation to the integration series in special regarding the integration of Romanians in Ireland.
While there is widely acceptance that integration is needed, there is little done in particular to Romanians. I do accept that this issue cannot be resolved by a simple solution, as it has manifold ramification. In plus there must be a two-ways process.
The Romanian immigration into Ireland has started shortly after the 1990 when a large number or Romanian orphan’s children have been adopted by Irish citizens, but the first wave of actual immigrants was during 1995 and continued to grow constantly until reached its peak in 2004, and then dropped rapidly due to changes in legislation.
At the beginning of 2007 were approximately 25,000 Romanians living in Ireland, even the official estimates did not shown more than 12,000 to be registered with GNIB. So there was a large percent of Romanians living illegally in the State. This has changed with the accession to EU, when overnight all Romanians become legal residents in the State.
During all this years, while we made headlines in the newspapers or media not always for positive stories, many of us have integrated by gaining employment, buying properties, having children in schools, making Irish friends, attending schools and further training, etc. During the operation of Work Permit schemes between 1999-2004 work permits have been issued for thousands of Romanians, and it did represent one of the largest groups on non-nationals to apply and be granted work permits in the State.
On the other side, efforts and resources have been put in place to remove from the State the failed asylum seekers, over 10 chartered flights and hundreds of other commercial flights have been made between Ireland and Romania in these years, thousands of Romanian nationals been deported from the State.
Those who did manage to remain have made attempts to integrate, finding employment for them or even creating employment for other Romanians.
There is a small minority that had difficulty to integrate, due to lack of professional qualification or limited availability of jobs in that particular area. Some other difficulties would have been the language barrier, diploma or qualification not been recognised, lack of entitlement to work, affordable childcare facilities, lack of information to entitlements in their own language.
When proposing what the Irish Government should do in order to better integrate or to facilitate the integration of Romanians in Ireland, here are some heavy weight challenges:
- Immediate removal of all restrictions to the labour market for Romanians
- Constructive cooperation with Romanian Community of Ireland as to enable us to help the Government know the problems facing Romanians, and to help Romanians know that the Irish Government is supportive of them
- Information available to all sectors (health, education, employment, social, legal, etc) in the Romanian language, which can be translated with financial support from the State’s Department and European Integration Funds.
- Awareness about Romania, Romanians and the variety of nationals living in Romania (this to combat the myth that all Romanians are Rroma!)
The fact that are issues facing a particular group, this issues must be addressed with measures particular to this group, and may not be necessary valid for everyone else.
We don’t expect to be treated in a different way, but we want to be treated equally as other EU citizens.
If further information is required please do not hesitate to contact us.
Best regards,
Vasile Ros

1. Promote positive images about Romania and Romanians living here who are well integrated into the host society (There are huge number of Romanians who have been living in Ireland for the last 5 to 6 years who are working in universities, IT or having their own business).
2. Create awareness on the vast culture, traditions and values of Romania
3. Promote interaction between Romanian Community and Ireland by hosting intercultural shows, meetings, seminars, exhibitions, summer camps for kids, etc.
Provide support and funding for Romanian Community of Ireland to run activities that will benefit both Romanian and Irish people (drop-in information center for Romanians, newsletter in Romanian and English; free English Classes; free IT classes etc.). Dedicated government funding to ethnic minorities at large.
4. Initiate a dialogue as a platform for discussion between Romanian Community Representatives and GOV representatives for integration related issues which need to be addressed and taking decisions together (Facilitate participation at the decision making level not only at consultation level).
5. Anti racism and intercultural training with all service providers (especially front line staff) as discrimination is often mentioned as a barrier in accessing services.
