Description: OBJECTIVES:

- to modernize the farming technologies;
- to diversify production;
- to improve the quality of Romanian agricultural products;
- to ensure the improvement of the breed, of animal hygiene and welfare conditions;
- to reduce the production losses and increase the efficiency of agricultural holdings;
- to promote the diversification of agricultural activities for a better use of the labour force from agriculture;
- to ensure a better capitalisation of the agriculture potential of each area;
- to facilitate the transfer of agricultural holdings to young farmers;
- to protect, preserve and improve the natural environment, to ensure the restoring and preservation of soil quality;
- to stimulate the competitiveness.

BUDGET:

Total amount available for Measure 3.1 for this project submission session represents the amount allocated for 2002-2005 financial years out of which it has been deducted the requested value of projects submitted in November, December 2005, January, February and March 2006 sessions:

Measure 3.1 89.141.182 Euro of which:
- European Union contribution: 66.855.886,50 Euro
- National co-financing: 22.285.295,50 Euro

WHO CAN APPLY:

- Individual agricultural producers;
- Agricultural family associations;
- Private agricultural companies;
- Commercial companies with at least 75% private capital.

SECTORS AND TYPES OF SUB-MEASURES

1. Sub-measure Vegetal farms:

- Fields crops
- Horticulture (out of which flowers 1.5%)
- Vineyards
- Fruit cultivation
- Greenhouses

2. Sub-measure Animal/Poultry farms:

- Dairy cows/buffaloes
- Cattle-rearing and fattening
- Sheep/goats farms
- Young muttons fattening farms
- Pig farms
- Poultry farms
- Other vegetal and animal poultry breeding farms.

A project may include investments for one sector (animal or vegetal) and one sub-measure (filed crops, vineyards) or may include investments for a mix farm, specific for both sectors and more sub-measures, according to be list of detailed eligible expenditures, in which case the sub-measure with the value of the project according to the investment budget proposed will be ticked.

ELIGIBLE AREAS

The project will be placed in level NUTS 5 rural areas, defined according to the law, except for the upgrading of greenhouses of urban areas.

FINANCING CONDITIONS AND BUDGET LIMITS

Total eligible value of project: 5.000-500.000 Euro.

Financial support with a value larger than 500,000 Euro (till the total eligible value of 2,000,000 Euro)will be granted only to projects whose objectives is the acquis communautaire implementation in animal breeding and poultry farms.

The public contribution will be of maximum 65 % of the total eligible costs, according to the area and to the age of the beneficiaries.

PROJECT DURATION

The project shall be placed in the rural area of Romania, defined according to the national legislation in force, with the exception of modernisation of greenhouses placed in urban area.

Description: OBJECTIVES
- to sustain the agricultural activities in the rural area through specific services
- to sustain the activities specific to rural, forest and ecological tourism;
to preserve and develop traditional handicraft activities
- to increase the alternative incomes and employment opportunities of youths and women from rural area
- to develop aquaculture
- to develop bee keeping, sericulture, mushrooms, processing of fruit of berries and of bushes and medicinal and aromatic plants, snails and frogs
- to support projects initiated by youth and women for all fields mentioned above.

BUDGET
Total amount available for Measure 3.4 for this project submission session represents the amount allocated for 2002-2005 financial years out of which it has been deducted the requested value of projects submitted in August, October, November, December 2005 and January, February and March 2006 sessions:

Measure 3.4: 67.379.078 Euro of which:

- European Union contribution: 50.534.308,50 Euro
- National co-financing: 16.844.769,50 Euro

WHO CAN APPLY
- Individual agricultural producers - natural authorized persons
- Private forrest owners - natural authorized persons
- Agricultural family associations and producers groups
- Private companies/associations with at least 75% private capital
- Associations without patrimonial purpose (non-profit) – only for setting up and endowing the agricultural machinery circles
- Handicrafts cooperatives societies
- Consumer cooperative societies.

SECTORS AND TYPES OF SUBMEASURES
- Agricultural services
- Rural tourism
- Other types of tourism activites
- Handicraft
- Aquaculture
- Other activities: Sericulture, Bee-keeping, mushrooms cultivation and processing, processing of fruit of berries and of bushes and medicinal and aromatic plants, snails and frogs

ELIGIBLE AREAS
The project must be located in the rural space of Romania , defined according to the national legislation in force.

FINANCING CONDITIONS AND BUDGET LIMITS
Total eligible value between 5.000 - 200.000 Euro and till 500 000 Euro for Aquaculture sub-measure.

The public support provided within this measure should not exceed 50% of the total eligible expenditures.

PROJECT DURATION
Maximum two years after the signature of the financing contract according to the complexity of the project proposed.

Sapard: Measure 1.1 - Improvement in processing and marketing of agricultural and fishery products - Fourty fith session for project submission

Description: OBJECTIVE
Measures from Sapard programme aim mainly to facilitate Community acquis implementation, to reduce some problems the agriculture in Romania copes with, before accessing to European Union. In particular, the support for this measure focuses on improvement production performances in agri-food field in point of quality and variety in the range of new processes products, to eliminate certain malfunctioning on the specific markets.

BUDGET
Total amount available for Measure 1.1 for this project submission session represents the amount allocated for 2000-2005 financial years out of which it has been deducted the value of contracted projects and the requested value of projects submitted in January, February and March 2006 sessions:

Amount available 30.356.387 Euro of which:

- European Union contribution: 22.767.290,25 Euro;
- National co-financing: 7.589.096,75 Euro.

WHO CAN APPLY
- trading companies with at least 75% private capital;
- co-operative societies;
- producers associations and groups.

ELIGIBLE ACTIVITIES
This measure supports investment projects for the following agricultural and fishery products:
- milk and dairy products
- meat, meat products and eggs
- vegetables, fruit and potatoes
- wine making
- fish
- cereals
- oleaginous seeds
- sugar
- textile plants.

ELIGIBLE AREAS
The project must be located in:
- the rural space of Romania and in
- the urban space, only for the modernisation of the existing capacities.
The measure will be implemented especially in the geographical areas with a high productive potential.

FINANCING CONDITIONS AND BUDGET LIMITS

Total eligible value of the project: 30,000 – 4,000,000 Euro

For the sectors of milk and dairy products, meat, meat products and eggs, vegetables, fruits and potatoes, wine making, fish, textiles, as well as cereals, in certain conditions, the total eligible value of the project consists of:
- minimum 50% private contribution
- maximum 50% public contribution from which: 75 % community contribution,25 % national co financing;

For the sectors of oleaginous seeds and sugar:
- minimum 70 % private contribution
- maximum 30 %: public contribution from which: 75% community contribution, 25 % national co-financing.

An applicant can receive a grant only twice during the measure implementation, for two different projects. The cumulated total value of the two projects can be of maximum 4 million Euro (public + private contribution).
